Padrões Regionais da Despesa Pública Municipal no Brasil

Abstract

O estudo analisa o padrão territorial do gasto público em diversas escalas federativas e regionais. As considerações teóricas revelam lacunas e conceitos comuns relevantes na relação entre federalismo e território. A análise empírica demonstra um padrão assimétrico, com os pequenos e grandes municípios apresentando, por motivos diversos, despesas médias e altas semelhantes. As cidades de porte médio apresentam despesa per capita no ponto mínimo. As conclusões revelam a necessidade de arranjos federativos para aprimorar a ação pública, considerando padrões socioeconômicos regionais específicos tanto para o atendimento da demanda social e regional heterogênea e desigual quanto para a redução das despesas médias na provisão de bens e serviços públicos. The article analyzes the spatial pattern of public spending in several federative and regional scales. Theoretical considerations show gaps and common concepts to the relationship between federalism and territory. The empirical analysis shows an asymmetric pattern, with small and large municipalities reporting, for different reasons, similar high mean expenditures. The medium-sized cities have per capita spending at minimum point. The findings show the needs for federal arrangements to enhance public action, considering regional living standards specific for meeting the heterogeneous and unequal social and regional demand and to reduce the average cost in the provision of public goods and services.
