Abstract

Este trabalho tem por objetivo principal avaliar a Iniciativa para a Integração da Infraestrutura Regional Sul-Americana (Iirsa), lançada em setembro de 2000, durante a Primeira Reunião de Presidentes da América do Sul, realizada em Brasília, Brasil. A iniciativa visava, inicialmente, tornar efetivo um processo de integração física do subcontinente, com a finalidade de aumentar a produtividade e a competitividade de modo a obter maiores crescimento e desenvolvimento econômico. Partiu-se da constatação de que um dos principais óbices para o desenvolvimento da região era o deficit de infraestrutura. Neste sentido, este texto se propõe a estudar a evolução da Iirsa, identificando os seus avanços e suas principais dificuldades de implementação. Procura fazê-lo, no intuito de extrair lições sobre o desenho de políticas públicas em matéria de integração regional, considerando que esta iniciativa representa um dos mais ambiciosos programas de integração física já concebidos na região. The main goal of this work is to assess the Initiative for the Integration of Regional Infrastructure in South America (Iirsa), launched in September 2000, during the First Meeting of the Presidents of South America, held in Brasilia, Brazil. The aim of this initiative was, at first, to foster the physical integration of the subcontinent in order to increase productivity and competitiveness and achieve higher economic growth and development. The starting point was the observation that one of the main obstacles to the region’s development was infrastructure deficit. In this sense, the text is focused on analyzing the evolution of this initiative, seeking to identify the main advances and difficulties regarding its implementation. By doing that, lessons can be learned concerning the design of public policies for regional integration, considering that the Iirsa is one of the most ambitious physical integration programs ever developed in the region.
