Capacidades Estatais, Trabalho e Seguridade Social: África do Sul, Argentina e Brasil em Perspectiva Comparada

Abstract

Este estudo analisou em perspectiva comparada os sistemas de proteção social da África do Sul, Argentina e Brasil, destacando os diferentes graus de articulação existentes entre suas políticas de seguridade e de proteção do trabalho. O estudo comparou as capacidades estatais de implementação de políticas sociais desses países e seus constrangimentos na consecução dos objetivos do crescimento econômico com proteção social. Conclui-se que as principais diferenças entre os respectivos países decorrem de suas distintas políticas públicas e estratégias de proteção para afrontar os problemas sociais, especialmente em momentos de crescimento econômico. Nos casos de Argentina e Brasil, as estratégias de proteção estão focadas na geração de empregos formais, enfatizando a maior capacidade dos respectivos Estados de prover benefícios contributivos e de incrementar a proteção do trabalho e o valor do salário mínimo. Diferentemente, na África do Sul há uma disjuntiva entre seguridade social e proteção do trabalho, que além de ausentes de apoios estatais possuem um acentuado caráter privatista. This study analyzed in comparative perspective the social protection systems in South Africa, Argentina and Brazil, highlighting the different levels of existing links between their security policies and labor protection. The study compared the state capacity to implement social policies of these countries and their constraints in achieving the objectives of economic growth with social protection. It is concluded that the main differences between their countries stem from their different public policies and protection strategies for tackling social problems, especially in times of economic growth. In the cases of Argentina and Brazil, protection strategies are focused on the generation of formal employment, emphasizing the increased capacity of the respective States to provide contributory benefits and increasing labor protection and the minimum wage. In contrast, in South Africa there is a disjunctive between social security and protection of labor, which in addition to absent of state support have a marked privatizing character.
