Estimação das Tabelas Auxiliares de Impostos e Margens da Matriz de Insumo-Produto com Mínima Perda de Informação: Algoritmo Raws

Abstract

O texto desenvolve o algoritmo RAWS para estimar as tabelas auxiliares de impostos indiretos e margens das matrizes de insumo-produto (MIPs) de 2000 e 2005. O RAWS é derivado a partir de um problema de minimização de perda de informação, que explora a estrutura de dados das MIPs e das tabelas de recursos e usos (TRUs) divulgadas pelo Instituto Brasileiro de Geografia e Estatística (IBGE). São incorporados avanços recentes da literatura internacional de métodos de balanceamento de matrizes, especialmente a generalização do método RAS para tabelas com células negativas. Ademais, as tabelas oficiais que compõem as MIPs de 2000 e 2005, compatíveis com a revisão 2004-2005 das contas nacionais, são ajustadas para adequá-las à revisão 2005-2009 das TRUs. This paper develops the RAWS algorithm to estimate auxiliary tables of indirect taxes and margins related to the Brazilian input-output tables (IOTs) for 2000 and 2005. We derive RAWS by an information loss minimization problem, which explores the data structure from both the IOTs and supply and use tables (SUT) released by IBGE. We make use of recent advances in the international literature of matrix balancing methods, as the generalization of RAS for tables with negative cells. Finally, we also adjust the official IOTs for 2000 and 2005 to make them compatible to the 2005/2009 revision of the SUTs.
