Participação Social e Conteúdo Estratégico nos PPAS Estaduais

Abstract

O texto problematiza a inserção da participação social na construção dos Planos Plurianuais (PPAs) estaduais relativos ao quadriênio 2012-2015 no Brasil. Descreve o que tem sido feito nos PPAs de dez estados brasileiros em termos de participação social, a partir da síntese e sistematização de igual número de estudos de caso produzidos no âmbito do projeto do Ipea Planejamento e Gestão Governamental na Esfera Estadual: uma Análise Comparativa dos Processos, Conteúdos e Sistemas de Acompanhamento dos PPAs. Em caráter exploratório, o texto busca problematizar as variações quanto aos graus de participação social na construção desses PPAs, bem como identificar se a participação social de fato promove alterações nos conteúdos estratégicos dos planos. Além disso, observa-se a base aliada ao governo federal dos dez estados analisados, bem como seu estoque participativo em termos de conselhos de políticas públicas, explorando possíveis porquês das variações quanto aos graus de participação social nos PPAs. This article discusses the insertion of social participation in the construction of multiannual plans – Planos Plurianuais (PPAs) – of the states relative to the period of 2012-2015 in Brazil. It describes what has been done in ten states in Brazil in terms of social participation from the synthesis and systematization of ten case studies produced by the IPEA project “Planning and Public Management at the State Sphere: a comparative analysis of the processes, content and systems for monitoring the PPAs.” We seek to problematize the variations about the degree of social participation in the construction of these PPAs, as well as to identify whether social participation, in fact, create changes in the contents of Plans. Furthermore, we observe the allied base to the federal government and also the policy councils present in these ten states of the federation, analyzed seeking to explore possible causes of variations in the degrees of social participation in the PPAs.
