Mecanismo Para Problemas de Ação Coletiva

Abstract

Problemas de ação coletiva estão na raiz de várias políticas públicas e, como se constata texto, há muitos mecanismos e instrumentos utilizáveis na solução daqueles. Embora três grupos de mecanismos e instrumentos tenham sido pouco nas discussões comuns de políticas públicas, eles podem dar uma contribuição: influência sobre traços culturais (marketing social ou marketing de setor ), suporte da moralidade e arranjo físico do espaço público (design). Sugere-se que sejam empregados mais extensamente e com melhores fundamentos. Problems of collective action are at the roots of several public policies and, as shown in text, there are many mechanisms and tools to be used in order to solve those. Although three groups of mechanisms and tools have not been stressed in usual debates of public policy, they make an important contribution: influence on traits (social marketing or public sector marketing), support to morality, and configuration of public spaces (design). It is suggested here that they be more extensively and with better foundations.
