Conselhos Nacionais: Elementos Constitutivos para sua Institucionalização

Abstract

Espaços de interlocução entre Estado e sociedade têm se tornado parte integrante da estrutura de gestão de políticas públicas desde o início do processo de redemocratização no Brasil. A ideia de institucionalização da participação é central na literatura sobre espaços participativos. Este trabalho busca contribuir para o debate ao elaborar um conceito de institucionalização para conselhos nacionais e identificar na literatura aspectos comumente associados à institucionalização da participação. A partir disso, o trabalho elenca variáveis importantes para operacionalizar o conceito proposto. Estas variáveis foram sistematizadas e atribuído um valor, formando um índice, sendo possível classificar 21 conselhos e três comissões nacionais de acordo com o nível de institucionalização. Espera-se que o estudo abra caminhos para análises futuras sobre os impactos da institucionalização no funcionamento dos conselhos nacionais. Since redemocratization in Brazil, forms of interaction between the state and civil society have become an integral part of the public administration structure. The literature on participatory processes has discussed the institutionalization of public participation as a key notion in such context. This work aims to contribute to current debate by both identifying aspects commonly associated with institutionalized participation and proposing a framework to analyze the institutionalization of national councils. To operationalize the analysis, we listed a number of relevant variables and attributed values to each. This method was used to classify 21 national councils and three national commissions according to their institutionalization levels. We hope the study will bring new insight to future analyses about the effects of institutionalization on national councils.
