Medidas de Defesa Comercial e Regras de Origem: Panorama de Regulação em acordos Regionais de Comércio Celebrados por União Europeia, Estados Unidos, China e Índia

Abstract

Este artigo é o resultado da pesquisa sobre “regulação do comércio global”, eixo “acordos regionais e bilaterais de comércio”, junto ao Ipea. Os resultados aqui apresentados: i) tratam da apresentação dos dados e mapeamentos sobre os acordos existentes para os Estados Unidos, a União Europeia, a China e a Índia em dois temas específicos – medidas de defesa comercial e regras de origem; e ii) promovem uma apresentação analítica dos dois temas estudados e a identificação de padrões ou constantes regulatórias verificadas nestes acordos. A questão central desta pesquisa é apresentar as regras e os padrões regulatórios que o Brasil poderá vislumbrar quando negociar acordos preferenciais, principalmente em se tratando dos parceiros comerciais ora analisados, bem como definir possíveis linhas de reflexão para o desenvolvimento da política comercial externa do Brasil. This article is the result of a research on “regulation of global trade”, particularly on “regional agreements and bilateral trade” of the Institute for Applied Economic Research. The results presented here i) address the presentation of data and scanning of existing preferential agreements for the United States, European Union, China and India on Trade Remedies and Rules of Origin and ii) promote an analytical presentation of the subjects studied as well as the identification of patterns or standard regulation verified in these agreements. The central question of the research is to present the rules and its’ regulatory standards that Brazil can spot when negotiating preferential agreements, especially those dealing with the trading partners analyzed herein, as well as define possible lines of action for development of foreign trade policy in Brazil.
