Demanda por Gasto Público no Brasil no Período Pós-Redemocratização. Testes da Lei de Wagner e da Hipótese de Will de Ilusão Fiscal

Abstract

Este trabalho examina se ilusão fiscal pode ajudar a explicar o comportamento das despesas do governo federal brasileiro durante o período 1990-2011. Utiliza-se um modelo do eleitor mediano que admite que o grau de visibilidade dos tributos pode afetar a percepção do contribuinte quanto à carga tributária que recai sobre ele e, portanto, pode influenciar a demanda por gasto público. Foram encontradas evidências de que quanto maior a proporção do imposto de renda (“mais visível”) no total de tributos arrecadados pelo governo federal, menor o gasto do governo federal, o que confirma a hipótese de que existe ilusão fiscal na demanda por gasto público federal. Ademais, este estudo também confirmou a lei de Wagner no longo prazo. This paper examines whether fiscal illusion can help to explain the behavior of federal government expenditures in Brazil during period 1990-2011. The analyses is based on a median voter model that admits that the degree of tax visibility may affect the individual’s perception of his tax burden and, thus, may influences his demand for public expenditure. We find evidence that the higher the proportion of the (“more visible”) income tax in the total tax revenue raised by the federal government, the lower the federal government’s spending, which supports the hypothesis that there is fiscal illusion in the demand for federal government expenditure. Besides, this study also confirmed the Wagner’s Law in the long run.
