Neodesenvolvimento e a Busca de Uma Nova Inserção Internacional

Abstract

Considerando o Brasil o quinto em população e território e a caminho de ocupar também o quinto lugar no ranking mundial do Produto Interno Bruto (PIB), caberia ao país assumir o lugar devido como protagonista das mudanças na configuração mundial de poder, de forma ativa e criativa. Foi com essa percepção que uma intensa diplomacia presidencial levou o presidente Luiz Inácio Lula da Silva a passar mais de um oitavo de seu tempo durante os dois mandatos (2003-2010) fora do país. A busca da elevação da posição do Brasil na hierarquia das relações internacionais está ligada às estratégias de desenvolvimento no campo nacional. Junto com a formulação de uma política econômica e social de cunho neodesenvolvimentista, entrou em pauta novamente a complexa relação entre dependência e desenvolvimento. Este trabalho aponta a capacidade de reação e articulação em torno da crise financeira global de 2008 como um ponto de inflexão. A partir daí, o mundo passou a ver o Brasil de outra forma e a identificar os recursos estratégicos dos quais o país dispõe, no caso o Pré-sal, riqueza ambiental e potencial único de expansão da produção de alimentos. Brazil has the fifth biggest population and territory and is on its way to become also the number five on the GDP world ranking list. The country should be expected to be one of the leading countries in the reform of the world power system in an active and creative way. It was in this perspective that the country`s president spent one eight of his time out of the country during his two mandates (2003-2010). The presidential diplomacy in search of pushing Brazil up in the hierarchy of international relations is closely linked to the countries development`s strategy. The complex relationship between dependency and development resurged as part of the effort to formulate an economic and social "neodesenvolvimentista" policy . This paper highlights the countries capacity to react and organize itself around the 2008 global financial crises, considered. a turning point. From that moment on Brazil the world looked at Brazil in a different way. This is especially the case with the strategic resources as the new oil reserves; the environmental richness and the unique potential do expand food production.
