Previdência Dos Servidores Públicos: Reflexôes em Torno da Proposta de Instituição da Previdência Complementar

Abstract

O texto discute alguns aspectos da previdência dos servidores públicos para dialogar com a proposta de introdução de um sistema de previdência complementar para esses servidores, contida no Projeto de Lei (PL) no 1.992/2007, que se encontra tramitando no Congresso Nacional. O objetivo do projeto é possibilitar a adoção de um valor máximo para os benefícios pagos aos servidores inativos, valor este igual ao adotado para os beneficiários do Regime Geral de Previdência Social (RGPS). O trabalho analisa o modelo atual de previdência para esta categoria, apresentando a evolução da quantidade e do valor dos benefícios pagos aos servidores inativos ao longo do tempo; o custo de seu financiamento; e o impacto regressivo dos benefícios de previdência dos servidores na distribuição de renda do país. Apresenta ainda o PL no 1.992/2007 que trata da criação da previdência complementar, e, por fim, uma simulação dos custos implicados na transição entre os modelos atual e o futuro. Conclui-se que a aprovação do projeto em pauta permitiria a economia de recursos fiscais no longo prazo (a partir de 2040), e abre a possibilidade de uma melhoria na distribuição de renda. Não obstante, estes são apenas dois aspectos do debate sobre a instituição de um novo arranjo previdenciário para o setor público brasileiro, que deve ser analisado de diversos pontos de vista. This article focuses on current aspects of the public servants` pension system in Brazil, dialoguing with the legislative proposal (PL no 1.992/2007) which aims to introduce a complementary pillar in the civil servants pension system. The proposal is been considered in Congress and will allow the adoption of a maximum threshold value for the pension benefits of retired civil servants, a value similar to that which is set to private sector workers, under the Regime Geral de Previdência Social (RGPS). The text evaluates the current model for public servants` pensions, presenting the evolution of the quantity and value of benefits; its fiscal costs; and its regressive impacts on the overall income distribution. The proposal itself is presented, as well as a simulation of prospective fiscal costs implied in the transition. The conclusion is that, if approved, the proposal will reduce the need of fiscal resources to back-up public servants` pensions in i. the future (from 2040 onwards), and opens the possibility of improving the country`s income distribution. Notwithstanding, these are only two aspects involved in the debate regarding the establishment of a new scheme for public sector pensions, which must be thoroughly analyzed elsewhere.
