Pesos Regionais na Função de Bem-Estar Social: Uma Aplicação Para o Fundo de Participação dos Estados (FPE)

Abstract

A partir das ferramentas usuais da welfare economics, o estudo calcula os pesos das Unidades Federativas na função de bem-estar brasileira contemporânea. Com base nos microdados da Pesquisa Nacional por Amostra de Domicílios (PNAD) de 2009, foram aplicadas duas metodologias para o cálculo dos pesos de bem-estar: o da renda equivalente igualmente distribuída (EDEI) e o da média das utilidades marginais (AMU). Os pesos foram obtidos para diversos valores de , o coeficiente de aversão a desigualdade, que tem apoio nas pesquisas sobre o tema. Com valores =1,43 os pesos regionais variaram de 0,44 em Santa Catarina a 2,55 em Alagoas (método EDEI). Por fim, o trabalho apresenta os resultados da aplicação dos pesos regionais para a repartição do Fundo de Participação dos Estados (FPE) com uma proposta que considera tanto as desigualdades de renda entre os estados quanto no interior de cada estado. Using the tools of Welfare Economics, the study estimates states` weights in the social welfare function of contemporary Brazil. Based on PNAD 2009 microdata, two methods of calculating the weights were applied: the Equally Distributed Equivalent Income (EDEI) and the average marginal utilities (AMU). The weights were calculated for a range of values of the coefficient of inequality aversion. When equals 1.43, the regional weights ranged from 0.44 for Santa Catarina to 2.55 for Alagoas (EDEI method). Finally, the paper presents the results of the regional weights technique on the Fundo de Participação dos Estados (States` Participation Fund) taking into account the income inequalities between and within states.
