O Impacto do Simples Federal no Nível de Emprego da Industria Brasileira

Abstract

Este artigo tem por objetivo avaliar a contribuição do Sistema Integrado de Pagamento de Impostos e Contribuições das Microempresas e Empresas de Pequeno Porte (Simples) Federal para a geração de empregos no setor industrial em dois momentos distintos: em 1997, ano de sua implementação, e 1999, quando houve alteração no critério de elegibilidade ao programa. Procuramos identificar dois canais pelos quais operam os efeitos. O primeiro diz respeito à variação de emprego que uma firma experimenta quando passa a ter acesso aos benefícios do programa. O outro diz respeito a uma eventual variação na probabilidade de sobrevivência das firmas pequenas que aderem ao Simples, com implicações para a média de emprego deste grupo de empresas. Por outro lado, ambos os canais são potencialmente afetados por ao menos duas dimensões do programa: simplificação burocrática e redução da tributação. Os resultados indicam que apenas a dimensão da redução burocrática contribui para elevar os níveis de emprego, por ambos os canais mencionados anteriormente. Além disso, tal dimensão só tem efeito para a amostra de firmas analisada em 1997, que tem um nível de receita menor do que a analisada em 1999. This paper aims to evaluate the impact of a tax incentive program targeted to small business (SIMPLES) on employment growth. The evaluation is conducted for two distinct periods, namely 1997 when the program was first implemented and 1999 when the eligibility rule was modified in order to accomplish a broader eligible group of firms. The evaluation takes into account two distinct channels through which the effects may operate. The first is the employment variation in firms that became eligible, while the second is the change in the survival probability experienced by the same group of firms. Moreover, each of these channels can be activated either by the tax reduction dimension of the program or the red tape simplification dimension. Our results points to positive effects on employment growth only for the red tape simplification dimension in the 1997 sample.
