O Mercado Internacional de Equipamentos Militares: Negócios e Política Externa

Abstract

O propósito do texto é identificar se as transferências internacionais de equipamentos militares são motivadas, predominantemente, por razões de cunho econômico ou político. Para tanto, foram selecionados oito países para que neles fossem realizadas análises individuais sobre a forma como eles consideram a questão, quais sejam: Estados Unidos, Rússia, França, Reino Unido, Alemanha, Suécia, Suíça e Japão. Embora todos considerem tanto a dimensão política como a econômica nas decisões sobre os fornecimentos externos de equipamentos militares, a predominância de uma ou outra - ou o equilíbrio entre elas - pode ser identificada para cada um dos países. Eles foram, então, separados em três grupos: Estados Unidos, Suécia e Japão, que priorizam a dimensão política; França, Reino Unido e Rússia, que atribuem maior importância à dimensão econômica; e Suíça e Alemanha, para quem as duas dimensões possuem importância equilibrada. Da análise, conclui-se que todos os oito países consideram as duas dimensões nas suas decisões, embora, em seis deles, haja a predominância de uma delas. Os motivos para a priorização do aspecto político ou do aspecto econômico, contudo, são diferentes para cada país. The purpose of this paper is to identify whether international transfers of military equipment are predominantly motivated by economic or political reasons. Eight countries were selected to be individually analyzed: the USA, Russia, France, the UK, Germany, Sweden, Switzerland and Japan. Although all of them consider both political and economic dimensions on their decisions to supply military equipment, the predominance of one of these dimensions - or the balance between them - can be identified for each country. Then they were separated into three groups: the USA, Sweden and Japan, which emphasize the political dimension; France, the UK and Russia, which give more importance to the economic dimension; and Switzerland and Germany, who which consider both dimensions equally important. The analysis concludes that the eight countries consider both dimensions in their decisions, even though in six cases there is a predominance of one of them. The reasons for the prioritization of the political or the economic aspects, however, are different for each country.
