O Brasil e a Integração na América do Sul: Iniciativas Para o Financiamento Externo de Curto Prazo

Abstract

O argumento principal deste trabalho é o de que, em uma realidade financeira internacional marcada por assimetrias e desafios para os países em desenvolvimento, iniciativas para a cooperação regional - principalmente relacionadas ao financiamento externo de curto prazo: compartilhamento de reservas e mecanismos para facilitação de pagamentos - são uma via promissora de esforços de política. No caso da América do Sul, a avaliação é a de que a institucionalidade já existente deveria ser utilizada e aprofundada. Quanto ao Brasil e seu protagonismo no processo, identifica-se um grande potencial, mas também certa ambiguidade na atuação, sugerindo uma atuação mais comprometida e com cobertura regional ampliada. Em termos de organização, o texto se divide da seguinte maneira: depois da introdução, a seção 2 discute a importância dessas iniciativas no contexto financeiro internacional contemporâneo. Na seção 3, um rápido panorama do processo de integração sul-americana é apresentado, destacando os seus principais dilemas e desafios. Em um nível maior de detalhamento, a seção 4 se ocupa das iniciativas para o financiamento de curto prazo existentes na região. Finalmente, a seção 5 apresenta e discute as linhas gerais da atuação brasileira em cada uma dessas iniciativas, seguida de breves conclusões na seção 6. The main argument of this paper is that initiatives for regional cooperation - particularly related to short-term external financing: reserve sharing and trade-related payments systems - are promising avenues for policy efforts, in face of an international financial situation marked by assymetries and challenges for developing countries. In the case of South America, the assessment is that the existing institutional framework should be used and further developed. Regarding Brazil and its leading role in the process, was identified a great potential but also a certain ambiguity in actions, suggesting a stronger commitment and an expanded regional coverage. In section 3, a quick overview of the process of South American integration is presented, highlighting their key dilemmas and challenges. At a higher level of detail, section 4 deals with the initiatives for the short-term financing in the region. Finally, section 5 presents and discusses the general lines of Brazil`s performance in each of these initiatives, followed by brief conclusions in section 6.
