Dimensionando o Programa Bolsa Família

Abstract

Este trabalho tem como objetivo propor princípios que são inteiramente compatíveis tanto com a evolução histórica do programa Bolsa Família como com sua dimensão atual. Estes princípios permitem determinar o tamanho da população a ser atendida e a magnitude dos benefícios a serem concedidos para qualquer cenário de crescimento na renda per capita, com ou sem alteração no grau de desigualdade. Para operacionalizar estes princípios, no entanto, foi necessário estabelecer, em primeiro lugar, qual seria o grau de desigualdade típico para países com renda per capita similar à brasileira. O procedimento proposto permitiu identificar, de acordo com o padrão para países com renda per capita similar, qual deveria ser a porcentagem da renda apropriada pelos 10% mais pobres e pelo segundo décimo. Definiu-se, assim, um hiato de desigualdade a ser reduzido pelo programa Bolsa Família. This study aims to propose principles that are fully compatible with the historical evolution of the Bolsa Família program and with its current dimension. These principles provide the size of the population to be served and the magnitude of benefits to be granted for any scenario of growth in per capita income, with or without a change in the degree of inequality. To operationalize these principles, however, it was necessary to establish, first, what is the typical degree of inequality for countries with per capita income similar to Brazil. The proposed procedure allowed the identification, according to the standard for countries with similar per capita income, which should be the percentage of income earned by the poorest 10% and the second tenth. We defined thus a gap of inequality to be reduced by the Bolsa Família program.
