Olhares Sobre a Cidade e a Região - Por que Importam? Enfoques e Metodologias Disciplinares e Contraditórias de Análise do Território Para Políticas Públicas

Abstract

O texto discute a cidade e a região e apresenta um panorama sintético das variadas formas de se pensar e entender a questão espacial e, por conseguinte, das variadas propostas analíticas derivadas de cada disciplina. Melhor entendimento de sobreposições, continuidades e conflitos entre as perspectivas disciplinares permite debate mais informado acerca do desenho de políticas públicas e sua aplicabilidade. O texto se organiza à luz da hipótese de continuidade e interdependência das relações socioeconômicas no território. Em suma, discute os conceitos básicos, visões teóricas e metodologias mais aplicadas no âmbito das várias disciplinas que apresentam interfaces com o território. Ademais, a proposta subjacente ao texto é a de indicar ao leitor referências e fundamentos para a investigação mais aprofundada do tema nas várias disciplinas. A discussão final delineia em que medida há consensos, conflitos e possibilidades de atuação de políticas públicas entre as diferentes abordagens apresentadas. The paper discusses the city and the region aiming at unfolding a synthetic panorama of the various ways of thinking and acting upon the spatial issue. We argue that a better understanding of how the different scientific disciplines with interfaces on the territory view and work with space allows more adequate public policy designing. The paper assumes that socioeconomic activity holds a continuum and interpedently connected influence upon urban and regional areas. Further, a second objective of the paper is to referee the reader from different backgrounds to central references on the disciplines he or she is not familiar with. The closing discussion delineates at what extent there are consensus, disputes and possibilities of policing among the varied approaches presented.
