Despesas de Investimento Municipais das Capitais Brasileiras no Período 2001-2008: O que Podemos Inferir com Base nos Dados Bimestrais dos Relatórios Resumidos de Execução Orçamentária?

Abstract

O trabalho procura discutir a qualidade e propõe algumas melhorias nos dados de séries temporais de alta frequência referentes às despesas de investimento dos governos municipais das capitais dos estados brasileiros. Como ponto de partida, utilizam-se os dados bimestrais destas despesas para o período entre 2001 e 2008, divulgados nos relatórios resumidos de execução orçamentária (RREOs), documentos que são elaborados segundo as normas e diretrizes estabelecidas pela Lei de Responsabilidade Fiscal (LRF). Em seguida, avalia-se a consistência das informações disponíveis quanto a determinados critérios e, diante dos problemas verificados nos dados publicados, propõem-se alguns ajustes com o objetivo de melhorar a confiabilidade destas informações. Por fim, apresentam-se as séries resultantes e uma breve análise do seu comportamento. This paper attempts to discuss quality and some improvements in high frequency time series data of the nominal gross investment expenses for Brazilian municipalities which are state capitals. We first utilized data for the 2001-2008 period available in Relatórios Resumidos de Execução Orçamentária, a bi-monthly public accounts report published by the Brazilian federal, state and local governments according to the directives of Fiscal Responsibility Law (LRF). Then, we evaluate the consistency of this information and propose some adjustments to improve data quality. Finally, we present resultant time series and give a brief analysis about its properties during that period. i.
