Financiamento Público à Inovação Segundo a Pesquisa Industrial de Inovação Tecnológica (PINTEC)

Abstract

The Pintec is a remarkable step to the analysis, evaluation and proposition of innovation public policies, since it made possible to analyse the characteristics and performance of the innovation system at a level of aggregation not reached up to the date. This article explores the Pintec?s data aiming to evaluate the effect of the government financial support on the firm innovativeness. The methodology followed was the descriptive analysis of data shown in graphics and tables, comparing firms that received public finance with firms that not. Sometimes the results observed from Pintec?s data were confronted with a hypothesis about the expected behaviour of the firms and of the innovation system, according to the evolutionist and neo-shumpeterian theory. The results confirm the importance of public finance to the innovation, but if one examines the process taking into account the variables at the aggregation level that Pintec made possible, than many nuances and questions arise.
