Abstract

Brazil has parallel health systems ? public and private ? which seem to form a twotiersystem. To improve the regulation of private health insurance, we present an ideabased on the argument that a benchmark arrangement could provide conditions forsome opposition to the power of the major health insurance companies. Bypreventing a typical fault found in regulation as the capture, which would mean lossof power of the National Supplementary Health Agency to the large conglomerates, our main aim is to bring about institutional reform within the health insurancemarket based on the realignment of the ANS?s supervisory activities in order to lighta beacon for private health regulation, i.e. creating a benchmark to support publichealth principles and reduce the price of private health insurance.
