Mobilidade dos Funcionários públicos Federais: Diferenças Entre os Poderes

Abstract

Based on a special Rais-Migra tabulation that allows one to trace work trajectories,the present study estimates the total length of service for active federal civil servants,disaggregated by length of time spent at present post. Prior time is also considered,whether spent in other civil service posts or in private employment.This study was largely motivated by the need to estimate the civil servantcontingent affected by Constitutional Amendment #41, dated December 2003. Withthis in mind, a description of federal civil servants in each one of the branches ofgovernment is presented, as well as a breakdown in length of service (total and atpresent post) of civil servants.
