Abstract

Este trabalho avalia o esforço fiscal empregado pelas administrações estaduais brasileirasno período de 1985 a 1999. Os níveis de esforço fiscal são avaliados levando-seem conta vários fatores peculiares de cada estado, tais como proporções setoriais doproduto estadual, renda per capita estadual e produto estadual total. Além disso, tentou-se capturar o efeito de variáveis importantes, como por exemplo a estrutura tributáriaexistente e a facilidade/dificuldade de comunicação de cada estado, por meio deestimação de dados em painel com efeito fixo. Os resultados indicam uma evoluçãodo esforço fiscal no período, independentemente das ocasionais deteriorações deoutros índices fiscais.
