Governo que Aprende: Gestão do Conhecimento em Organizações do Executivo Federal

Abstract

Este trabalho discute o conceito da Gestão do Conhecimento (GCO) e a sua importânciapara a Administração Pública, além de identificar o estágio de implementaçãoda GCO em que se encontram seis organizações do executivo federal ? Banco do Brasil,Banco Central do Brasil, Caixa Econômica Federal, Empresa Brasileira de PesquisaAgropecuária (Embrapa), Serviço de Processamento de Dados (Serpro), e PetróleoBrasileiro (Petrobras) ?, com base no método da American Productivity and QualityCenter (APQC): ?Road Map to Knowledge Management Results?.O estudo destaca algumas práticas de sucesso, situa o tema GCO nas organizaçõespúblicas no campo de estudo da Gestão Pública e defende a tese de que a finalidade daGCO em tais organizações deve ser vista de forma mais ampla que em empresas do setorprodutivo. Além disso, ressalta a importância da implementação de uma política de gestãodo conhecimento ? com diretrizes e estratégias claramente definidas ? para ?massificar?e agilizar o processo de institucionalização da GCO na Administração Pública. This paper analyses the importance of the concept of Knowledge Management (KM) forthe public administration and identifies the stages in the process of implementation ofKM of six Brazilian federal organizations ? Banco do Brasil, Banco Central do Brasil,Caixa Econômica Federal, Empresa Brasileira de Pesquisa Agropecuária (Embrapa),Serviço de Processamento de Dados (Serpro), Petróleo Brasileiro S. A. (Petrobras) ?according with the method adopted by the American Productivity and Quality Center(APQC): ?Road Map to Knowledge Management Results?.Knowledge Management practices in the organizations are highlighted and KM inthe public sector is seen as part of the field of study known as Public Management. It isargued that the objective of KM in public organizations should be seen in a broaderperspective than in the private sector and it is stressed the importance of a publicknowledge management policy ? with clear guidelines and strategies ? to spreadKM to all areas of the Brazilian federal government and to quicken the process ofinstitutionalization of KM in the Public Administration as well.
