Abstract

Le 3 juillet dernier, la chambre d instruction de la cour d appel de Paris a confirm le non-lieu prononc le 21 d cembre 2018 par les juges d instruction Herbaut et Poux dans l affaire de l attentat, le 6 avril 1994, contre l avion du pr sident rwandais Juv nal Habyarimana. Cette d cision signifie l abandon des poursuites engag es contre neuf proches de l actuel pr sident rwandais, Paul Kagame. L acte terroriste du 6 avril avait t l origine de la reprise de la guerre civile rwandaise, du g nocide des Tutsi et de la prise de pouvoir par le Front Patriotique Rwandais (FPR). Par la suite, il avait aussi profond ment d stabilis toute la r gion des Grands lacs. Alors que les parties civiles ont annonc un recours en cassation et que certaines voix souhaitent voir creus es d autres pistes de l enqu te, cette d cision consacre la fin provisoire d une saga judiciaire qui aura dur vingt-deux ans. Cet aboutissement est d cevant, puisqu il conclut un crime sans auteurs.
