La r forme lectorale au Burundi: un commentaire du projet de Code lectoral

Abstract

Apr s la r forme constitutionnelle du 7 juin 2018, le Burundi s appr te une r forme de sa l gislation lectorale en vue des lections g n rales de 2020. En janvier 2019, le Conseil des Ministres a adopt un projet de loi portant r vision du Code lectoral du 3 juin 2014. Le premier objectif de cette r forme est de conformer la l gislation lectorale au nouveau texte de la Constitution. Afin d encourager le d bat sur la r forme lectorale, ce working paper offre une analyse du projet de loi. Les auteurs mettent l accent sur la conformit du projet de loi avec la Constitution du 7 juin 2018, avec les trait s internationaux en mati re des droits de l homme qu a ratifi s le Burundi et avec l Accord d Arusha pour la Paix et la R conciliation au Burundi du 28 ao t 2000. Quelques lacunes et probl mes sont identifi s et, en guise de conclusion, quelques voies de solutions sont sugg r es.
