Abstract

Depuis son accession au pouvoir apr s les lections de 2005, le CNDD-FDD a t constamment critiqu pour la mauvaise gouvernance du Burundi tandis que le comportement de ses dirigeants faisait penser une continuit des pratiques du maquis. Cette tude contribue comprendre le lien entre l incapacit de ce parti converti d un mouvement rebelle r ussir le processus de transition d mocratique et certains l ments cl s de son histoire qui ont jou contre une v ritable transformation de mouvement rebelle en parti politique. Des rivalit s avec des formations politiques pr existantes, la discontinuit du leadership la t te du mouvement, le repli identitaire et l exclusion fond e sur l origine politique des membres, la marginalisation des intellectuels et le conditionnement des combattants commettre des actes de cruaut ont t les principaux facteurs historiques qui ont marqu l volution du mouvement CNDD-FDD et fa onn ainsi sa nature actuelle. Il existe plusieurs preuves qui montrent que les dirigeants du CNDD-FDD ont conserv leurs pratiques du maquis et qui permettent de conclure que la transformation du CNDD-FDD de mouvement rebelle en parti politique a compl tement chou .
