Abstract

Following a strong post-pandemic recovery, Samoa’s economy faces a challenging external environment, while structural constraints continue to complicate macroeconomic management. As a net oil importer, Samoa has been adversely affected by the global energy price shock, with higher import costs weighing on growth and contributing to rising inflation. Nevertheless, the economy remains resilient, supported by low public debt and ample international reserves. Despite these buffers, structural constraints and high exposure to natural disasters continue to complicate policy trade-offs and macroeconomic management.
