Abstract

Burkina Faso (BFA) continues to operate in a highly fragile environment. Although the incidence of terrorist attacks has diminished, terrorism-induced internal displacement and food insecurity persist. Fiscal consolidation and the gold price boom provided the authorities with some policy space; however, a triple shock reflecting a surge in fertilizer and energy prices, spillovers from the terrorist offensive in Mali, and a drop in foreign humanitarian aid presented them with an unexpected challenge, which prompted them to request augmentation of access under the ECF arrangement.
