Liberia: Poverty Reduction Strategy Paper

This paper examines Liberia’s Poverty Reduction Strategy Paper. The Agriculture, Roads, Rule of Law, Education, Sanitation and Tourism Agenda for Inclusive Development (AAID) (2025-2029) is Liberia’s fourth post-conflict medium-term National Development Plan, designed to facilitate the country's transition to a lower middle-income status. Formulated through extensive consultations across all 15 counties, 136 districts, government sectors, and stakeholder groups—including civil society, the private sector, and the Diaspora—the AAID builds upon lessons from previous plans like the Agenda for Transformation and the Pro-poor Agenda for Prosperity and Development. The AAID directly addresses interconnected challenges, notably low literacy rates and high unemployment, which contribute to societal instability. Its objectives include stimulating a mindset shift among Liberians and fostering collaboration among stakeholders to revitalize the agribusiness sector, enhance infrastructure, and improve essential services. Furthermore, the plan seeks economic diversification, reduced reliance on unprocessed commodity exports, and the promotion of domestic manufacturing, tourism, and technology. The success of the AAID hinges on the development and effective utilization of skilled human capital and strengthened institutional capacities.
