Abstract

This paper provides additional background for the formal Board consideration of the 2026 Review of Program Design and Conditionality (ROC), building on Review of Program Design and Conditionality: Initial Considerations (FO/DIS/25/82; hereafter the “October 2025 paper”) and Review of Program Design and Conditionality: Reform Proposals (FO/DIS/26/30; hereafter the “April 2026 paper”) and their companion background papers (BPs).
