Abstract

This report presents a comprehensive review of the activities and results of an ILO-executed technical cooperation programme in Bamako and four secondary cities in Mali to support the informal sector during the period 1982-1988. After examining the results of the first phase of the programme (1982-1983) the authors highlight several technical aspects and stresses that institutional coordination should be taken into account for further action. Special attention is given to the second stage of the project (1984-1986) implemented in Bamako and two other towns. In a separate chapter the forms and structure of the various artisans organisations are presented in detail. Finally, based on the results of the second phase, proposals are made for institutional consolidation of the organisations and for strengthening their credit management through training.
