El alcance de la negociación colectiva en la administración pública

Abstract

Como indica la Declaración del Centenario de la OIT para el Futuro del Trabajo (2019), la OIT debe apoyar el papel del sector público como empleador relevante y proveedor de servicios públicos de calidad. Partiendo de esta base y marcando el Centenario de la OIT, el Departamento de Políticas Sectoriales se complace en presentar un análisis comparativo de las prácticas en la negociación colectiva en el servicio público, escrito por el profesor Miguel Canessa de la Pontificia Universidad Católica del Perú. Este análisis muestra cómo se han implementado los principios del Convenio núm. 151 a través de la legislación y / o la negociación colectiva.
