Abstract

Working paper presenting qualitative methodology used in long term regional level human resources planning in Yugoslavia - discusses setting employment goals, assessment of labour demand, and determination of aggregate labour force size, noting need to take account of structural change and skill needs; describes partial techniques and a simulation model for simultaneous planning in several regions; includes data on unemployment trends, 1961-1980, and employment projections to 2000.
