Abstract

Working paper on comparison and quantitative evaluation of the pros and cons of short time working as an alternative to layoffs in Canada and the USA - assesses unemployment benefit-funded work sharing, discusses the theoretical background, programme characteristics, management attitudes, trade union attitudes, government and employees attitudes, impact on labour productivity, labour cost, wages and fringe benefits, etc., and includes employment policy suggestions.
