Análisis y Fundamentación del Modelo Marginalista de Precios Eléctricos en Chile

Abstract

En el marco de la compleja situación que enfrenta en la actualidad el sector eléctrico, caracterizada por un atraso sistemático de las inversiones, y la creciente judicialización y politización de los procesos medioambientales y territoriales de toma de decisiones, el presente documento busca contribuir al enriquecimiento de la discusión a nivel nacional, aportando con un análisis y evaluación del sistema de precios aplicado al sector. El presente documento demuestra conceptualmente que el esquema de precios marginalista vigente en el país entrega los incentivos adecuados para que los agentes privados lleven a cabo las inversiones requeridas, y los consumidores finales paguen tarifas que reflejen los costos de desarrollo de largo plazo del sistema. Asimismo, entrega antecedentes empíricos que son consistentes con la conclusión indicada.
