Abstract

Au total, il semble bien que nous puissions conclure qu’à l’échelle nationale la mise en place de la loi Scellier a entraîné une hausse des prix du prix du mètre carré de l’ordre de 3 euros la première année et de 6 euros sur 2009 et 2010. Si l’on raisonne en termes de taux de croissance, cela représente un surcroît des prix, la première année, de 7% sans accélération notable la seconde année d’application, soit 2010. Ce sont les régions les plus tendues qui ont vu leurs prix progresser le plus rapidement et, en particulier, la grande région Méditerranée où la loi Scellier semble avoir représenté une aubaine pour les propriétaires de terrains constructibles.
