« Dans les règles » : fiscalité, confiance et considération dans les campagnes agricoles du Nigeria

Abstract

Cet article analyse les effets des réformes fiscales sur l’économie des zones rurales et des petits centres urbains de l’État de Benue, au Nigeria, et interroge la signification sociopolitique des tentatives gouvernementales de restructurer les recettes publiques. L’auteur montre que les réactions populaires face à ces réformes fiscales sont traversées par la volonté d’obtenir une reconnaissance de l’État, et que la légitimité accordée à ce dernier s’enracine dans les mémoires collectives et l’histoire de cette région. Cette étude amène à réfléchir aux rapports que des populations entretiennent avec des politiques qui, au Nigeria, s’attachent à réduire la dépendance à l’égard du pétrole.
