Abstract

Kajian ini berupaya untuk menganalisis ketahanan pangan suatu daerah dengan cara mengestimasi harganya, dimana harga secara teoritis dapat merepresentasikan kondisi ketersediaan pangan di suatu pasar daerah). Dengan membandingkan harga estimasi dengan harga ‘fundamental’ dapat ditentukan apakah suatu daerah mengalami surplus atau defisit bahan pangan. Aplikasi mode panel data spasial pada studi ini terutama ditujukan untuk meng-address isu keterkaitan antar daerah (spatial linkages) terutama melalui hubungan dagang dan/ efek rambatan (spill-over). Pengabaian interdependensi antar daerah tersebut dapat mengakibatkan hasil estimasinya menjadi bias dan tidak konsisten. Adapun bahan pangan yang menjadi obyek penelitian ini meliputi beras, gula pasir, minyak goreng, bawang merah dan cabai merah. Selanjutnya, dengan menggunakan metode dimaksud, dapat diidentifikasi status surplus/defisit pangan antar daerah (analisis spasial) di Indonesia dan termasuk kondisi ketersediaannya antar waktu (analisis temporal . Selain itu, dari hasil studi ini juga ditemukan bahwa faktor penyebab variasi ketersediaan pangan baik antar daerah dan antar waktu tersebut, selain disebabkan oleh faktor-faktor yang menyebabkan tidak berimbangnya antara pasokan dan permintaan di daerah itu sendiri, juga dikarenakan oleh adanya mekanisme arbitrase spasial terutama melalui interaksi hubungan dagang antar daerah.
