Abstract
Risiko utama dalam penyelenggaraan transaksi valuta asing adalah risiko setelmen. Risiko ini terjadi karena adanya perbedaan waktu setelmen antara dua legs mata uang. Studi terkait risiko setelmen transaksi valuta asing telah dilakukan oleh Committee on Payment and Settlement Systems–Bank for International Settlements (1996), Reserve Bank of Australia (1997), dan Monetary Authority of Singapore (2001). Studi ini mengukur eksposur risiko setelmen transaksi valuta asing dari hasil survei terhadap 53 bank. Metode pengukuran yang digunakan mengacu pada pendekatan yang dilakukan Committee on Payment and Settlement System (1996). Selain itu, juga dilakukan asesmen terhadap preferensi layanan metode setelmen melalui metode indicator performance analysis (Soemarga, Hubeis, dan Achsani, 2016). Hasil studi mengindikasikan bahwa bank masih menghadapi eksposur risiko setelmen dalam penyelenggaraan transaksi valuta asing. Eksposur tersebut dapat berlangsung lebih dari 24 jam. Prosedur penyelesaian transaksi valuta asing yang dilakukan oleh bank menjadi salah satu faktor yang berkontribusi terhadap penambahan eksposur. Selain itu, hasil studi juga menunjukkan bank lebih memilih layanan setelmen melalui bank koresponden, PvP Link, dan setelmen domestik serta melalui indikator utama preferensi layanan setelmen, berupa kecepatan setelmen, keandalan sistem, efisiensi, dan fitur layanan serta melalui layanan jam operasional (operating hours) yang panjang. Upaya mitigasi risiko setelmen transaksi valuta asing dapat dilakukan melalui regulasi yang mengatur penerapan manajemen risiko. Selain itu juga perlu adanya pengembangan metode setelmen yang mempertimbangkan preferensi bank.
