Abstract

This document presents a conceptual framework and methodological guide for researching the process of public management policy change in the Latin American region. This methodological guide is primarily intended to help researchers study the processes of public management policy making so that they a) deliver satisfactory explanations of the outcome of the particular attempts at reform that occurred in their cases and b) enable the IDB to compare cases of public management policymaking in the region for purposes of obtaining plausible generalizations about this type of process. These guidelines outline the formulation of an overall research design and study and methods of gathering case evidence, analyzing case evidence and writing the case report. Examples of public management policy change within governmental agencies of Mexico, Peru, and Brazil are presented.
