Los pormayores de las microfinanzas: Experiencias de programas de segundo piso en América Latina

Abstract

El Programa Global de Crédito para la Microempresa del Banco Interamericano de Desarrollo (BID) provee financiamiento a los bancos comerciales y otros intermediarios financieros formales para facilitar su ingreso al mercado microempresarial. Se trata del programa microfinanciero mayorista más grande de América Latina. El propósito de esta publicación es recoger lecciones de esta experiencia y aprovecharlas en las futuras iniciativas encaminadas a promover las microfinanzas, especialmente aquellas relacionadas con un mecanismo de préstamos a intermediarios. El documento estudia la manera en que las condiciones de mercado y los elementos de diseño y ejecución han determinado el éxito del Programa Global del BID en cumplir su objetivo doble: ampliar el acceso de la microempresa a los servicios financieros y fortalecer la capacidad de las instituciones financieras para atender al sector micro empresarial. Asimismo identifica los factores clave que pueden significar el éxito o el fracaso de los programas microfinancieros mayoristas.
