Síntesis de los diagnósticos institucionales de sistemas de servicio civil

Abstract

El presente estudio, que se enmarca dentro del Diálogo Regional de Políticas, sintetiza un conjunto de informes cuya finalidad era diagnosticar los sistemas de servicio civil de once países: Argentina, Barbados, Bolivia, Brasil, Colombia, Guatemala, Jamaica, México, República Dominicana, Uruguay y Venezuela. Los índices con los que se trabaja permiten sistematizar una realidad muy compleja, y acercarnos al conocimiento de la situación real en materia de servicio civil, pero no juzgan la actuación de un gobierno u otro en tal materia; expresan una situación históricamente configurada y definen el punto de inicio en la construcción de modelos propios de servicio civil, modelos que deberían tender a respetar unos principios, criterios y valores que entendemos que están presentes en el modelo de referencia existente en el Marco Analítico, pero que inevitablemente deben ser idiosincrásicos.
