Coordinando la Política Social: ¿Es la Concertación una Opción?

Abstract

La coordinación de las políticas sociales puede ser vista como un proceso (político y técnico) que permite asegurar su consistencia a través de la reducción de brechas en la gestión de programas y de la creación de sinergias para el logro de objetivos estratégicos. En este trabajo nos interesa analizar el papel que cumple la concertación como mecanismo relevante de coordinación entre actores gubernamentales y sociedad civil. La idea principal que aquí exploramos es aquella según la cual la concertación permite lograr claridad de objetivos estratégicos y acuerdos básicos en torno a problemas sociales críticos y relevantes. Por ser un mecanismo que asegura cohesión entre los actores y congruencia en las acciones, la concertación debería ser una opción de la coordinación a lo largo de las distintas etapas del ciclo de formación de las políticas.
