Die Implementationsanalyse zum Modellprojekt "Stadtteilmütter in Nordrhein-Westfalen"

Abstract

"Zwischen 2011 und 2013 wurde in Nordrhein-Westfalen an drei Standorten das Programm 'Stadtteilmütter in Nordrhein-Westfalen' implementiert. Es wurde von der Regionaldirektion Nordrhein-Westfalen (NRW) und dem Ministerium für Arbeit, Integration und Soziales des Landes finanziert. Das Programm wurde an drei Standorten in Nordrhein-Westfalen in zwei Wellen von Trägern der Diakonie umgesetzt. Seine Zielsetzung bestand darin, sozialpolitische und arbeitsmarktpolitische Ziele zu erreichen, wobei der Arbeitsmarktpolitik eine Priorität eingeräumt werden sollte. Zielgruppe der Maßnahme waren Frauen mit türkischem oder südeuropäischem Migrationshintergrund, die mindestens einen Hauptschulabschluss haben und in einer Bedarfsgemeinschaft leben. Diese Frauen sollten im Rahmen einer Informationskampagne zur Verbesserung der Integration von Migranten beitragen und dabei zugleich ihre eigenen Arbeitsmarktchancen verbessern. Der vorliegende Bericht stellt die Ergebnisse der Implementationsanalyse dieses Programms dar. Er beinhaltet sowohl eine ausführliche Rekonstruktion der Programmstrukturen als auch die Analyse der Perspektiven der umsetzenden Akteure auf das Programm und die mit ihm verbundenen Implementationsprobleme. Darüber hinaus untersucht er die Perspektive, die die Teilnehmerinnen im Hinblick auf das Programm und auf die Arbeitsmarktintegration nach der Programmteilnahme haben." (Autorenreferat, IAB-Doku)
