Arbeitsmarkt 2007/2008: Ein robuster Aufschwung mit freundlichem Gesicht

Abstract

"Nach dem kräftigen Wachstum der deutschen Wirtschaft im Jahr 2007 (+ 2,7 %) wird die konjunkturelle Dynamik im Jahr 2008 nur wenig nachlassen. Der mittleren Variante seiner aktuellen Arbeitsmarktprojektion legt das IAB für 2008 ein preisbereinigtes Wirtschaftswachstum von 2 1/2 Prozent zugrunde. Der aktuelle Beschäftigungsanstieg führt zu einer guten Ausgangslage für das Jahr 2008. Trotz der leichten konjunkturellen Dämpfung wird die Zahl der Erwerbstätigen im Jahresdurchschnitt 2008 um 310.000 Personen über dem Vorjahr liegen, wobei die sozialversicherungspflichtige Beschäftigung um 270.000 Personen steigt. Das Arbeitskräfteangebot wird 2008 um rd. 65.000 Personen abnehmen, weil die potenzialmindernden Einflüsse insbesondere in Ostdeutschland weitaus stärker sind als die potenzialmehrenden. Die Zahl der registrierten Arbeitslosen wird um rd. 360.000 Personen auf rd. 3,44 Mio. Personen im Jahresdurchschnitt 2008 sinken. Der Rückgang wird im Verlauf des Jahres aber schwächer. Der Aufschwung am Arbeitsmarkt in den Jahren 2006/2007 hat ein freundlicheres Gesicht als jener in den Jahren 1999/2000, bei etwa gleichem Wirtschaftswachstum. Es wurden mehr Vollzeit-Beschäftigungsverhältnisse und weniger Mini-Jobs geschaffen als damals und das Arbeitsvolumen nahm stärker zu (+ 2,0 Prozent gegenüber + 1,2 Prozent)."
