Ostdeutschland: Effekte der Arbeitsmarktpolitik auf die regionale Beschäftigung

Abstract

Der Kurzbericht basiert auf Ergebnissen des ENDOR-Projekts (Entwicklung der ostdeutschen Regionen) des IAB. Darin wurden die Determinanten der Regionalentwicklung in den neuen Bundesländern mit Hilfe eines regionalen Entwicklungsmodells und stark differenzierter Daten der Beschäftigten- und Arbeitsmarktstatistik sowie weiterer Quellen untersucht. Es wird festgestellt, dass die Arbeitsmarktpolitik der Bundesanstalt für Arbeit von 1993 bis 1999 einen positiven Einfluss auf die regionale Beschäftigungsentwicklung in Ostdeutschland hatte. Dies gilt sowohl für Fortbildungsmaßnahmen als auch für Arbeitsbeschaffungs- und Strukturanpassungsmaßnahmen. Für verschiedene Instrumente der Investitionsförderung wurden ebenfalls positive Effekte auf die Beschäftigung Ostdeutschlands gefunden. (IAB)
