Bildungsexpansion in Westdeutschland: Stillstand ist Rückschritt : wirtschaftlicher und demographischer Wandel erfordern einen neuen Anlauf in den Bildungsanstrengungen auf allen Ebenen

Abstract

Wenn Deutschland seine Position unter den führenden Industrienationen behaupten oder gar verbessern will, wird es für den nötigen Fachkräftenachwuchs weitgehend selbst sorgen müssen. Angesichts der demografischen Entwicklung ist dies nur über eine Verbesserung der Ausbildungsqualität und eine weitere Erhöhung der Bildungsbeteiligung zu erreichen. Der Kurzbericht verdeutlicht mit Daten der Bildungsgesamtrechnung für Westdeutschland, dass die Bildungsbeteiligung in den 90er Jahren in allen Bereichen der schulischen und beruflichen Bildung stagnierte. Internationale Vergleiche zeigen, dass das deutsche Bildungssystem auch qualitativ keine Spitzenposition mehr einnimmt. Noch gibt es für geraume Zeit hohe Bestände an gut qualifizierten Erwerbspersonen mittleren und höheren Alters. Diese Zeit gilt es durch eine neue Bildungsoffensive zu nutzen. (IAB)
