Beschäftigungspolitik: Frankreich geht andere Wege - und erzielt Erfolge : vor allem die staatlich verordnete Arbeitszeitverkürzung läuft gegen den internationalen Trend

Abstract

Die Beschäftigungspolitik der sozialistischen Regierung Frankreichs nach dem Regierungswechsel von 1997 läuft dem international zu beobachtenden Trend vielfach entgegen. Vor allem die staatlich verordnete Arbeitszeitverkürzung auf 35 Wochenstunden ist ungewöhnlich. In dem Beitrag werden die Erfolge der französichen Strategie untersucht. Es wird gezeigt, dass das Wirtschaftswachstum in Frankreich nicht nur höher als in Deutschland ausfiel, sondern auch schneller zu einem Anstieg der Beschäftigung führte. Ein relativ großer Teil des Beschäftigungsaufschwungs beruht auf der Zunahme von befristeten Arbeitsverträgen und auf dem relativ großen (und beschäftigungsintensiven) Dienstleistungssektor. Allein aufgrund der generellen Arbeitszeitverkürzung sind bisher - nach Angaben der französischen Regierung - ca. 200000 Arbeitsplätze geschaffen oder erhalten worden. (IAB2)
