Die Erfassung der Langzeitarbeitslosigkeit : ein kaum beachtetes Meßproblem

Abstract

"Der Anteil der registrierten langzeitarbeitslosen Personen (1 Jahr und länger arbeitslos) im aktuellen Bestand liegt gegenwärtig in Westdeutschland bei knapp über 30 Prozent. Dieser Anteil wird hier und anderwärts für das Ausmaß der Dauerarbeitslosigkeit verwendet. Betrachtet man jedoch ausschließlich abgeschlossene Arbeitslosigkeitsperioden, die - im Gegensatz zu den nicht abgeschossenen Bestandsfällen - eindeutig dem Kurz- und Langfristbereich zugeordnet werden können, errechnet sich ein Volumen an Langzeitarbeitslosigkeit von (1996) 58,4 Prozent. Dies ist also nahezu doppelt so groß wie der ausgewiesene Personenbestand. Die übliche Erfassung des Personenbestandes der Langzeitarbeitslosen ist wichtig und richtig für therapeutische Fragestellungen und für arbeitsmarktpolitische Maßnahmen, mit denen Langzeitarbeitslosen geholfen werden soll. Sie ist aber nicht geeignet, das Phänomen Langzeitarbeitslosigkeit im analytischen Sinne treffend darzustellen." (Autorenreferat, IAB-Doku)
