Abstract

"Das 'strukturelle' Kurzarbeitergeld wird dann gewährt, wenn der Arbeitsausfall auf einer schwerwiegenden strukturellen Verschlechterung der Lage des Wirtschaftszweiges beruht und der hiervon betroffene Arbeitsmarkt außergewöhnliche Verhältnisse aufweist (§ 63 Abs. 4 AFG). In Ostdeutschland wurde das Instrument nach der Wiedervereinigung massiv angewandt, um die Wirkungen des Produktionszusammenbruchs sozial abzufedern. Auch heute ist es dort noch von einiger Bedeutung. In den alten Bundesländern wird es nur gering genutzt, wenn auch mit leicht steigender Tendenz. Die Verteilung struktureller Kurzarbeit auf die Wirtschaftsgruppen ergibt ein differenziertes Bild. So streut sie im Osten der Bundesrepublik relativ stark, während sie sich im Westen auf den Bergbau und das Verarbeitende Gewerbe konzentriert. Neben 'konjunkturellem' sollte 'strukturelles' Kurzarbeitergeld als ergänzende Regelung der Arbeitsförderung erhalten bleiben." (Autorenreferat, IAB-Doku)
